Batman Forever

At some point after District Attorney Harvey Dent was physically and mentally scarred by Boss Moroni's acid attack, he was captured by Batman and interred in Arkham Asylum. On the second anniversary of his capture, Dent, who now identified himself as Two-Face, escaped and set out to rob the Second Bank of Gotham, in a plan to lock and kill Batman in a safe filled with the acid that had scarred himself.
Months later Two-Face was killed after plummeting to his death on Claw Island, but his partner in crime, The Riddler, who was criminal mastermind Edward Nygma, was captured by Batman and Robin and sent to Arkham for an unidentified sentence. Dr. Chase Meridian was called to Arkham to consult on Nygma's condition by Dr. Burton. Witnessing his total loss of sanity she later informed Bruce Wayne his secret was safe (as The Riddler had previously learned Batman's identity).
Batman & Robin

After being captured by Batman, Mr. Freeze was stripped of his special cyrosuit and had to be wheeled to his cell in a cryo-casket.
Two cruel guards shoved him into a beam of freezing temperature that was his only way of survival, he tried to escape but being in a temperature that would kill him without his suit made him weak and he went back choking to the cold area.
Later he was rescued by Poison Ivy and Bane. Ivy killed the guards with her poisoned kiss and Bane returned Freeze's cryosuit back to him. They both escaped by shattering the walls with ice and jumping into the river. They form a criminal allience, but Ivy betrays Freeze by destroying the cryo chamber that held his sick wife Nora who Freeze was trying to find a cure for and blaming Batman and Robin for her death. After being defeated by Batman, Robin and Batgirl, Ivy was taken to Arkham Asylum where she sat playing Loves Me Not with one of her plants.
Freeze enters, after being defeated again by the Terrific Trio. He is friendlier to the world now that he has found out from Batman that Ivy pulled the plug on his wife's cyro chamber, but Batman restored her and would have her delivered to the Arkham labs where Freeze could continue his research. He tells Ivy that he is her new cellmate who will make her life a living hell for what she did to his wife.

- The Riddler and Two-Face do not appear in Batman & Robin, but two of their costumes appear in the film in Arkham's confiscated goods lot.
- Also in the room is a puppet resembling Scarface, hinting that by the time of Batman & Robin, The Ventriloquist may also be an inmate at Arkham.
