Dr. Burton was the head doctor at Arkham Asylum.
History
Originally, Dr. Burton made his appearance in a deleted scene from Batman Forever when he came to see Harvey Dent, aka Two-Face, but upon entering his cell, discovered that Two-Face had escaped, left a guard gagged, and a message that said: "The bat must die". Later, at the end of the film, Dr. Burton appeared alongside Dr. Chase Meridian. He informed her that Edward Nygma knew the identity of Batman, but later found Riddler driven so mad in his obsession, that Riddler self-proclaimed to be Batman.

- Dr. Burton's name and look was a reference to Tim Burton, who directed Batman and Batman Returns and co-produced Batman Forever.
- In an early script, Dr. Burton was replaced with Hugo Strange.
- Dr. Burton appeared in a deleted scene in Batman Forever.
- It's unknown why Dr. Burton didn't appear in Batman & Robin.
- In the scrapped sequel of Batman & Robin, that was known as Batman Unchained, Dr. Burton would have reappeared, according to Joel Schumacher.
