The Pre-Nuclear Submarine was a massive watercraft owned and operated by the Penguin. Modified to resemble a penguin swimming, the submarine was armed with both torpedoes and surface to air Polaris missiles. It was crewed by pirates loyal to Penguin and his gang. It was frequently moored in the Gotham City Harbor.

Batman: The Movie[]
Briefly, the submarine was utilized by the United Underworld as a mobile base of operations during their efforts to obtain the invention of Commodore Schmidlapp. They were able to capture the Commodore's Yacht, imprisoning the Commodore in the hold, and establish a holographic replica of the yacht to lure Batman and Robin into a trap. Later the submarine was used to attack Batman and Robin while they investigated aboard the Batboat.
Following Batman and Robin locating their hideout on Gotham Pier; Penguin, Joker, Catwoman, and the Riddler moved to the submarine to continue their objective. Using the submarine, the criminals infiltrated the United World Organization and used the Commodore's invention on the United World Security Council. Batman and Robin were able to give chase in the Batboat. The villains try using a missile and then torpedoes to stop them, but fail. The Dynamic Duo turn the tables on them by stopping the submarine in it's tracks by firing Bat Charges at it, forcing it to surface. After a fierce fight onboard the surfaced submarine, the Dynamic Duo captured the villains, foiling their plot, rescue the Commodore, and have the coast guard tow away the now captured submarine.
Batman: The Brave and the Bold[]
The Penguin stole a submarine from the Navy and used it as his mobile lair. Batman and Aquaman pursued the submarine and managed to defeat the Penguin.
Gotham (TV Series)[]
A more realistic version of Penguin's Submarine is built by the Riddler and Penguin in order to leave Gotham City when it had become apparent that the city wouldn't be restored from its No Man's Land status anytime soon. It features a sonar to detect mines in the Gotham River and has enough room to hold all the treasures Penguin stole in the abandoned city. Even though the submarine was built by Nygma single-handedly and from scratch, Penguin claimed ownership of the vehicle by referring to it as "my submarine" and adding a portrait painting of himself to the side of the watercraft.
Cobblepot and Riddler made a deal with Barbara Kean and allowed her to leave the city with them. While Edward built the submarine, they came under attack from the Ventriloquist and Scarface, who tried to take control of the submarine after Nygma revealed it to "them", but eventually failed. The submarine was later stolen by Nyssa al Ghul, who used it to escape Gotham after her plans to avenge Ra's al Ghul and destroy the city with the help of Bane had failed.
