Xavier Simon is a villain who has the ability to swap his mind with other people (and primates).
His mind inhabits the body of his victims, and the victim's mind goes to Simon's body. Simon hated Thomas Wayne, and knows Bruce Wayne is Batman. Simon's ultimate goal is to permanently take over Bruce Wayne's body and life as vengeance against Thomas.
History[]
Earth One[]
Xavier Simon was once close friends with Dr. Thomas Wayne and the two of them served together as war-doctors. However, when Xavier committed an unspecified crime, Thomas and their fellow soldiers sold Simon out resulting in his imprisonment.
Following this, Simon decided to seek vengeance on Thomas Wayne and his family. He eventually escaped prison due to having been experimented on as part of a neurological experiment which gave him the power to swap his consciousness with other humans and primates. As it was years later, Simon began his plot to get revenge on Thomas' son Bruce Wayne.
The beginning of this plot involved a murder which got the Batman involved, although Batman initially disregarded Simon as a suspect due to having been crippled and in a wheelchair. Eventually he did until reveal the bizarre truth that he can and has transferred his consciousness into a white gorilla's body. Trapping Batman he reveals that he is going to transfer his mind into Batman's (who he knows is secretly Bruce Wayne), then strangle Simon's body. Having changed his will to leave everything to Bruce Wayne, he will continue on, having killed Batman's mind in Simon's old body.

- While not explicitly stated, Simon is very likely a reimagining of the Golden Age Superman villain, Ultra-Humanite. Ultra-Humanite was Superman's nemesis before Lex Luthor and was an elderly, balding scientist who used a wheelchair and who implanted his mind into the body of an augmented albino gorilla. Simon likewise was shown to look similar to Humanite in his human form with him having used a wheelchair and also implanted his mind into a mutant albino gorilla body.
