Grace was a Guardsman commander stationed in or near Gotham City during the Joker's reign of terror.
History
Edit
When the Joker threatened to blow up two ferries, Grace was stationed on Liberty, which was transporting civilian passengers. Grace instructed them to cast their vote to decide whether they would blow up the prisoner ferry Spirit.
