Ogre and the Ape are a criminal duo and enemies of Batman. Of the two there is a massive, genetically altered man named Michael Adams AKA Ogre and his criminal-mastermind, "brother", The Ape.
They first appeared in Batman #535 in the October of 1996 and were created by Doug Moench and Kelley Jones.

Ogre and the Ape were created in an effort to try and, "devolve" man and, "evolve" ape to create a missing-link of sorts. They were created by one Dr. Winston Belmont as part of the military's Project: Mirakle during the 1950s which aimed at creating ape/human super-soldiers.
Michael Addams was a homeless man enlisted in the project where he was the 23rd human-experiment and the only known survivor. The procedure drastically decreased his intelligence however with him becoming reliant on his more intelligent, "Brother", The Ape. Obsessed with revenge, the two tracked down the scientists responsible for their torture to Gotham City where they began a murder-spree of them and became enemies of Batman.
In the end, the Ape died and Ogre is left truly alone in the world, wandering off seeking death.

Gotham[]
A serial-killer appears in the TV series Gotham going by the alias of, The Ogre where he is portrayed by Milo Ventimiglia. Here he is a murderer named Jason Skolimski who targets successful young women to murder, namely Barbara Kean who he has a history with. The use of the name here is likely as an allusion to the archetypal villain Bluebeard from the fairy-tale of the same name who is likened to an ogre.
