Political Prisoners were characters who appear in Batman: Arkham City.

The political prisoners are people that Hugo Strange had his TYGER guards arrest for objecting to the construction of Arkham City or for trying to learn too much about the city. Jack Ryder and Bruce Wayne are examples of this.
This can also extend into less dangerous criminals like Jimmy Briggs as their crimes do not fit the punishment of Arkham City and being at the mercy of the more hardcore criminals. They are there due to the rule that all inmates must be incarcerated in Arkham City. There are also some Political Prisoners who deliberately got themselves incarcerated in order to covertly find out the circumstances of Arkham City, as evidenced by ten members of the 13th Precinct of the GCPD going in undercover.
In the game, Batman has side missions where he saves these prisoners from being harmed by the other inmates.
