Roger Harrison is an Agency operative assigned to capture the Joker no matter the cost. An unpleasant individual even by Agency standards, Harrison was not above using torture methods against suspects if it got him information and was perfectly willing to murder them if they refused.

In this Episode, there's a Boss Fight between Batman & Bane. Roger Harrison is the one who controls the electricity necklace trapped around Bane's head. In the game, you have the decision to save Roger Harrison, and let Willy die, or the opposite. if you save him, then Willy dies from Bane missing Roger. If you let Roger die though, Bane kills Roger for electrocuting him over and over again.
