Steiss served as a thug for crime lord Carmine Falcone.
History
Steiss, along with several other thugs, helped unload boxes of stuffed animals carrying narcotics and Fear Toxin from ship crates. When Batman showed up, Steiss went to investigate inside a crate. Batman grabbed Steiss' arm, and quickly and quietly pulled him into the darkness inside.
Steiss' disappearance tipped off the other thugs that something was amiss, as Bigger called out to him.
