The Joker's second white bounty hunter was an accomplice of The Joker. He helped bring the Joker to Gambol. After killing Gambol the Joker snapped a pool stick in half and informed the bounty hunters that he was holding an open audition for his soldiers, and had them stand guard as Gambol's men fought to the death.
